    Celebrate Black History Month in style Feb. 23 with the annual Sistrunk Parade and Festival featuring marching bands and floats, lots of family-oriented activities, and dancing to the music of the Zapp Band. The Sistrunk Boulevard corridor in the city's historic Black community near downtown will be closed off to traffic as pedestrians enjoy a day of fun at Delevoe Par,k adjacent to the African American Research Library and Cultural Center. The Festival starts at 11 a.m. and admission is $5 for adults. The parade, which kicks off at 9:30, is free
